Top Panels....

Same. Some redirect to the user (the page that you're already on), and only some redirect to the actual game.

I wondered if it was a deliberate change to stop people just keep up-voting other people's top panels because those games are so easy to find. I could see that that might skew things like the Top Players rankings.

Have the top panels been removed from profile? Cant seem to find them

They've been moved! If you click on "Public Games" you now have the option to sort the panels by date (most recent to first) or by points (showing highest first). The latter is basically top panels, but now it does it for all of your panels.
