Stars next to name?

What are the stars next to people's names in the panels next to where you like people's drawings? Sometimes I have stars and other times I don't! It doesn't seem to have anything to do with how many likes you get.

It's part of the new bounty bonus system that was implemented not long ago. Prompts that have been skipped too often get a bounty put on them. Anyone who draws them will get extra points (for every 'thumbs up' that they receive).
